Authorization Details

Valid Credential: Possess one of the following:

  • California teaching credential
  • Speech-Language Pathology or Clinical/Rehabilitative Services Credential (with Special Class Authorization)
  • School Nurse Services Credential (with Special Teaching Authorization in Health)
  • Visiting Faculty Permit
  • Children’s Center Permit (except emergency) or Child Development Permit (excluding Assistant and Associate)

EL Authorization: Can be met one of the following ways:

  • A valid Language Development Specialist (LDS) Certificate, CLAD Certificate, teaching credential with English Learner Authorization or CLAD Emphasis, or

     

  • Eligibility for a CLAD Certificate or teaching credential with an English learner authorization based on:
    • Passing scores on Subtests 1, 2, and 3 of the California Teacher of English Learners (CTEL) Examination (scores must be within 10 years of the exam date)
    • Possessing an out-of-state credential with an English learner authorization
    • National Board Certification in Early and Middle Childhood/English as a New Language, or Early Adolescence through Young Adulthood/English as a New Language

Target Language Proficiency: Can be met one of the following ways:

  • Passing scores on CSET: World Languages Tests II (or III depending on language), IV, and V (scores must be within 10 years of the exam date)
  • Completion of a Commission-approved bilingual program, with recommendation from the program sponsor
  • Completion of a Commission-approved bilingual program plus passing scores on CSET: World Languages Examination(s), as determined by a Commission-approved bilingual program

  • Evaluations are based on clear and concise sentence structure
  • Includes writing exercise and verbal evaluation
  • Emphasis on communication, fluency, and consistency in sentence syntax, pronunciation, and comprehension
  • There is typically a pre-screening before the official proficiency evaluation, wherein you will receive recommendations on what to improve on to ensure you meet the level necessary to pass.
  • Recommended to continuously practice your language skills – read literature, write journals, and view content in the target language. You can also choose to enroll in language classes at IVC or at the university.
